ABOUT US
Capacity Provisioning Inc. (CPI) was created in 2001, from a partnership between Bill Roberds (owner of Excel Utility Construction Inc.), Bob Jensen (owner/partner of Angeles Communications Inc.) and computer, network and telecommunications professional Craig Johnson. Then in 2002, another partnership was formed. This venture brought government and private business together to provide high-speed fiber optic data access to the City of Port Angeles, Wash., and surrounding area.
The venture formed between the City of Port Angeles, Northland Cable (Now Wave Broadband) and Capacity Provisioning, provided an interconnecting fiber optic ring within the community and provided a high quality outer-connecting fiber optic link with the Internet global community. Thanks to this partnership our Olympic Peninsula businesses are as virtually connected as their big-city peers anywhere. Port Angeles IS "Fiber City!"

Angeles Communications Inc. is the largest communications company on Washington State's Olympic Peninsula. ACI sells, maintains and services telecom systems and networks, including systems for local county, city, hospitals, clinics, schools and hundreds of other businesses. Angeles Communications also maintains the aerial plant for Qwest Communications from Lake Crescent to the Hood Canal.
Bob Jensen, Partner of Angeles Communications Inc., has leadership and organizational skills that have been fine-tuned over many years, including six years in the United States Marine Corps as a Platoon Sergeant and combat veteran. His industry education and certifications include:

PARTNER: BILL ROBERDS EXCEL UTILITY CONSTRUCTION INC. (ECI)
Excel Utility Construction was established in 1989 after the business reorganization of Excel Construction & Equipment Inc. and the sale of the gravel operation east of Port Angeles.
The principle, Bill Roberds, has had many years of experience in communications infrastructure construction with Pacific NW Bell, and acquired a general contract with US West in the early 1980’s. That portion of the business was reorganized as Excel Utility Construction.
Excel Utility Construction Inc. was incorporated in 1992 by Bill and Sue Roberds as a sub-chapter S corporation. Bill Roberds, Partner of Excel Utility Construction, has been engaged in communications infrastructure construction on the Olympic Peninsula since 1977 and has held a general contract with US West/Qwest since 1992.
- Excel currently employs 12 people with 90% of its business in construction and maintenance for Qwest.
- Excel currently holds a three-year renewable general contract with Qwest Communications, negotiated in June of 2001 for the Olympic Peninsula area.
- Excel also provides infrastructure construction services for Wave Broadband, Dry Creek Water and other commercial customers requiring infrastructure construction.
- ECI also specializes in trenchless utility installation, including cable plowing, boring and tunneling.
- Bill Roberds is a board member and past president of the North Peninsula Building Association, chairman of the Port of Port Angeles boat haven advisory committee, Chairman of the Sea explorer scout ship 1922, Vice Commodore of the Port Angeles Yacht club, Board member of the Port Angeles Rotary club, member of the Clallam County EDC, and coaching assistant with the High School sailing team. He also enjoys sailboat racing.
